Pennsylvania Academic, Career and Technical Training (PACTT)

PACTT has provided over $5.3 million in PCCD grants between 2013 and 2021 to support human service agencies in developing their academic, job skills, and work-related programs for juvenile justice-involved youth.

The Pennsylvania Academic, Career and Technical Training (PACTT) Alliance is a unique public/private partnership consisting of community-based agencies, residential facilities, and probation programs that are commonly referred to as “affiliates”. 

These affiliates have voluntarily agreed to meet one or more established set of standards in the areas of academics, work-related services, and job skills training. Their work also supports the current goals of Pennsylvania’s juvenile justice system, approaches outlined in the Advancing Competency Development: A White Paper for Pennsylvania and Pennsylvania’s Juvenile Act. 

Areas of focus include, but are not limited to: 

  •  Helping youth improve their chances of having a successful educational experience. 

  •  Developing a set of study and learning skills and basic reading, writing, and math skills. 

  •  Assist youth in academic remediation, credit recovery and acceleration to attain the highest possible level of educational achievement. 

  • Developing workforce skills for getting a job, keeping a job, and achieving promotion.

  •  Developing workforce programs that promote economic self-sufficiency, are grounded in principles of youth development, and are connected to further education and long-term career opportunities. 

  •  Helping older youth improve their chances of being economically self-sufficient after high school. 

  • Developing competencies that will enable youth to become responsible and productive members of the community.
